I have to say I know **** about current sovereignty system, but this is brainstorming thread so her is my point of view:
Well what Sovereignty really means ? For me in EVE scale its a power to control who is flying in my system. Siply said, to have a power to wipe out every maggot who's dare to enter my system. To Achive this GUNS.. and more GUNS.. There are several ways how to bring guns into a system. One of them is to mount guns on a ships, assemble a fleet and fly into a designated system. Very effectibve but very short term solution.
Next option is to build Stationary defence systems all around the system (automatic or player controlled). Here is several ideas (mostly taken from MOO2)
Airbase - Airbases can be build on a planets or moons and can support several wings of fighters. Fighters can be assigned to playes or programed to patrol throughout a system
Minefields - Two primary versions or minefields are avaliable to build around planets, moons and other strategic points in system such stargates, light low damage triggered even by frigates and and Heavy anticapital one witch fuse ony if something big flyes around. (both minefield cant be placet together)
Sentryguns - pew pew ... uh what ? PEW PEW!
Warp Jammers - Magic box witch disstrups enemy NAV comps so they are forced to warp way slooower
More guns - Planetary missile bases, gromd bateries, catapults, firebals, Massdrivers, teslacouils, Chuck Norris, MIRV, Holy Granade and all other fancy stuff witch will shoot from ground to air
Starbases - Space structures on low orbi: Starbase, Battlestarion, Starfortress, HALOs (remember that big circle starbase around a moon from Star Ship troopers ?), with lot of guns.
We have a lot of options how to enforce sovereignty, now how it works ? Every defence system require certain ammount of supply points to work properly. Supply point are generated by kind people in a colonies, witch manufactures weapons, maintain supplyroutes, run and repair all yor shiny stuff in a space when you are logged off. Rest is quite obvius, more and more advanced colonyes means more supply points for system defence, witch means lesser chance that someone will bomb yor colony to blivion. It also meas that anyone who manage to establish a colony can build space weapons in a system as well. Building a weapons is a players business, keeping them functional is colonies bussiness.
How to build a colony ? If you played half decenc space trategy you know how :)
Position of certain defence systems like sentryguns is not limited, you can place them to stargate or your safespot but they would require much more supplypoint then placed around a colony.
POSes should be transfered to POSs: Flogging dead horse but with no infuence to sovereignty, since there is no sovereignty as we know it today :)
So little conslusion how 4 planet system with 1 moon fro each planet and 6 asteroid belts look like: Every planet has its own starfortress or at least battlestation, several ground batteris and planetray shield, moons are occupied by POSes and in one case by HALo superfrtress. Ateroid belts are mined and several sentryguns are deployed as well. Stargates are fortified by sentryguns and light minefields, several fighter squadrons are guarding them as well. Sevral warp jammers are deployed throughout the system. Central command allows to commanding officer to lead fight to enemy forces even benoyd the visual range though the advanced tactical interface.
Sorry if sombody alredy postet similar idea I havent read it all.
